I think they’re actually twins – and one of them was given to the maid servant with the white hair, to pass her off as a commoner’s child. Their father initially said that he only wanted one child so there’d be no fight over the throne, like he had to do – no contesting between family. Their mother likely took that to heart and when she had twins, had one of her maids leave with one of them – thus why there’s two bird charms. One for each of the girls. Freya’s maid mother fell in with a horrible man who likely hated that she already came with a child and when drunk, would abuse her, even though she gave him two sons.
